“绿卡”实际上是一种大众称谓，我国关于外国人永久居留的规定，是参考了国际上的“绿卡”制度。永久居留资格是一国政府依据本国的法律规定允许符合一定条件的外国人在本国永久居留，而不受居留期限限制的一种资格，现在通称叫“绿卡”。这个规定跟国际上的通行做法基本上是一致的。
